Can anyone recommend a travel bag for some rods and reels that the airlines will let you carry on? I've looked at something like the fishpond dakota, but it seems a little long for a carry-on.

I have both of these, similar to the Fishpond. Never had an issue bringing it on an airline, although sometimes they put it in the coat check at the front of the plane
I leave all my lines and tippet in the carry on. I tend to check my flies and pliers in another bag, never want to risk TSA getting silly with a bunch of pointy objects
Love my Orvis Carry All. Like coconutgroves said, it's heavy, but worth it. Mine stays in my truck most of the time, loaded with a 6wt, 8wt, and a 4wt, reels for all three and spare spools and lines for the 6 and 8. Leaders, tippet, a few tools and a box or 2 of flies rounds it out. And I have room for another rod and reel. Never tried flying with it.
They are pricey, but have premade compartments and look to be high quality. I did not check their weight.
On any of these bags, I really wish they made an outside sleeve that would allow the bag to slide over a carry on handle, just like a backpack or messenger bag. Lugging around that Orvis bag on long trips is a pain - I'd rather slide on my rolling carry on while on the move.
I have a Fishpond Dakota, never had a problem bringing it as a carry on. I've never had an issue bringing rod tubes either, and they're basically the same length. Airlines tend to have special rules for sporting equipment, instruments, etc.
I like the bag, but I do wish it came with a couple of additional dividers to separate reels. Also worth checking out the Simms version. If I remember correctly, it's about an inch longer, but it has backpack straps, which would be cool.
I have a loomis bag i absolutely love. Has regular for clothes and lower for stuff plus a lot of zippered and 2 side rod holders. My go to and its carry on. Not sure they still offer exact same. I actually won it in a magazine contest years ago.
The fishpond one is great. Can fit 6 rods and lots of reels and other stuff. Once on American Airlines out of maybe 40 to 50 flights they would not let me bring it on as a carry on
