Putting a new hub on trailer. When seating inner seal, should it be just flush with hub? Or should rubber be up against bearing? Seems to be a gap between seal rubber and bearing when flush. Thanks

Just flush.. that gap is for the lubricant you're using with a bit of a void that allows your lubricant to expand as it warms up under load (most use grease - my hubs are oil filled - that's the what they were designed to run with...).
