Repacking Hubs

Im repacking my hubs for the first time on the trailer and I noticed that on wide side the castle nut was tighter than the other. It was loose enough to where when I spun the hub either way the nut would turn in that direction, but of course the cotter pin would stop it.

How tight are these things supposed to be?

On my 1 inch spindle I torque to 25 foot lbs, then back off
until the cotter pin fits through a castellation slot and most important,
the wheel rotates smoothly/easily, no grinding. Too tight does damage.
