Something to check. Tilt the handle up and make sure teeth are lining up correct. Had this happen on occasion on a J15. Also do yourself a favor and read all you ever wanted to know about those older motors. Quote from his webpages

If you tip it up farther and twist the throttle, you can experience these teeth to jump out of mesh 1 or 2 gear teeth without knowing what you just did. When in this condition, it will usually run, but at about only up to 1/2 throttle. It will not rev up to maximum speed as this flat will not allow complete shaft throttle movement."
