I have a lowe 1652 with a dealer installed live well. Problem is when I am
Running it fills up and over flows into my boat. It has a bottom drain plug in the bottom side and
A top hole in the tank. Third hole is pump fill line which is connected to fill line plumbing? I can take a picture of plumbing. Tired of wet feet
Any help appreciated.

I'd add a large diameter through hull fitting and overflow hose.
Install at the height needed for best tank operation so no splashing into hull.

Easy fix

When running your forcing water through the pump even though it's not on, check to see if you have a high speed pick up on the bottom of the hull. If so you can remove it and it should help. If not put a seacock in before the pump on the inlet side and turn it off when running at high speeds. Just other options to what Brett said which is also an easy fix.
