OK here we go

Solid transom. Would 4 3/8 bolts With fender washers on 11" centers be sufficient to hold
a 40 Hp motor ?

I think that's what's been holding my TnT unit on for the last 8 years, so I'd say yes.

No a 20 4-stroke, that had been ran aground at full speed more times then I like to admit.

Shear strength is about 550 for stainless. With 2,200 lbs of shear your bolts are the lesser of the two to worry about. The transom will be your weak point.
