Your should have a seacock at the through hull, just close that when you do not want to fill the livewell on the inlet side.
On the outlet side, go buy a rubber stopper plug of appropriate size online, very inexpensive.
Also to avoid the rust pull your net out and leave it in a rod holder to dry at the end of the day.
