read where nc is going to make dook power clean up half a dozen coal ash ponds Dig it up & relocate to lined landfills , hopefully away from waterways. That being said the state also said they were open to other ideas as far as how dook could dispose of this material, which is full of heavy metals .one of the proposed ideas is to use it in concrete .now I’m no chemist , I need somebody to explain to me how this will help with the heavy metals

They are probably proposing its use as a fly ash additive with Portland cement to encapsulate the heavy metals. It doesn’t treat them, simply binds them up (hopefully).
